Two items from Anstey's memors of the Scullin Government: 2 pages entitled "The Starvation Scheme" referring to the plan submitted to Feb. 6, 1931, Premier's Conference by a Committee of Experts; 4 pages entitled Great Conference of Commonwealth and States, Feb. 6, 1931, purporting to be a summary of the proceedings of the Conference. 3. Typescript of Anstey's memorandum supplementary to the Report of the Royal Commission on The Navigation Act 1925, entitled: "The Shipping Combine - Its Composition". 4. Six pages of verse by Rev. Shirley Anderson representing a meeting of the Y Club which Anstey addressed Sept. 6, 1939.

Frank Anstey (1865-1940), born in England, arrived in Australia as a stow-away at the age of 11. He worked as a cabin-boy on boats "blackbirding" amongst the Pacific Islands; and back in Australia was active during the 1880's in the Seaman's Union, and the labor movement generally. In 1902, 1904 and 1907 he represented the Victorian Legislative Assembly seat of East Bourke for the Labor Party. Subsequently Anstey held the federal seat of Bourke from 1910 to 1934.
